No one said that rogue having a strong personality and being audible when she speaks as opposed to a waif would require an Avenger's type budget. Having Storm actually engage in combat as opposed throw lightning bolts would probably save some money as well. There's nothing remarkable about the Marvel women in this adaptation, even though they employ remarkable actresses (JLaw/Halle).
