traditionally speaking no, but technically yes. With an emulator and rom. 

 

You will NOT be able to get a 3DS emulator/rom, so if you find one for Pokemon X or Y, it's a fake virus. 

 

You could get one for the DS though and play Black 2/ White 2. Or get a wii one and play Pokemon Battle Revolution. (although the pokemon are limited). Or if you wanna ignore good graphics, get an N64 one and play Pokemon Stadium 1 or 2 for the slayage of Gen 1 and 2.
