Most singles are not available in the US throughout the 90's and early 2000s. it was only revived after the iTunes era via digital purchase. In fact, i don't think Britney ever had an US CD-single release ever. Most of hits rely on airplay then.

S.O.S. was suppressed for weeks rih1

This method doesn't ensure a #1, you'd still need considerably huge sales and airplay for a #1

I'm not sure but I reckon Womanizer, Low, Right Round, I Gotta Feeling, My Life Would Suck Without You also used this very same technique dead2
