Most singles are not available in the US throughout the 90's and early 2000s. it was only revived after the iTunes era via digital purchase. In fact, i don't think Britney ever had an US CD-single release ever. Most of hits rely on airplay then.

Did you know even Riri used to do this in the beginning of her career? rih1

S.O.S. was suppressed for weeks rih1

same was done for Disturbia, Take a Bow too iirc rih1

even Umbrella was given the same treatment (it still would've hit #1 regardless tho) rih1

 

This method doesn't ensure a #1, you'd still need considerably huge sales and airplay for a #1

(Jojo got a #3 peak for Too Little Too Late iirc dead2 )

 

now that I think of it, this trend came back in 2006-2009dead2

I'm not sure but I reckon Womanizer, Low, Right Round, I Gotta Feeling, My Life Would Suck Without You also used this very same technique dead2
