Looks like the legend that is Britney is winning quality-wise (which makes sense, since "Rise" is the definition of generic)

Rise - 5.7/10 Oh yay another melodramatic Sia-wave anthem! 

Make Me: 6.0/10   As for Britney, this is the freshest she’s sounded since her pioneering molly-pop days in 2011. And she does it without sounding like a legacy tryhard straining to stay relevant. The downside to Contemporarney is that it calls for a sense of anonymity.

Sources?  The best I can find is the EW review (a B+ is good, just not as good as an A-)

Rise is a mediocre album filler. However, it is only a buzz single for her album and the theme song for a sporting event.

 

Make Me seems to be a good comeback but it's not as exhilarating as it should be.
