Well, we first have to take into account that in the video offered, Katy is in the air, spinning, and occasionally upside down. That'll affect vocals. 

Dua on the other hand is on the ground and doing very basic dance moves. The two videos aren't a fair comparison. 

 

Katy may not have a lot of power, range, or vocal stamina at times, but her voice is much more interesting and captivating than Dua's in my opinion.

Her music is okay at best. She's essentially this year's Melanie Martinez/Halsey/Ryan Weaver in terms of smaller artists that become a topic on forums for a hot minute.
